Dr Francis Oen is a Medical Director at Singapore Eye and Vision. He is a Senior Consultant Surgeon in Cataract and Comprehensive Ophthalmology and his subspecialty expertise is in the field of Glaucoma.
An old boy of St. Joseph's Institution and Catholic Junior College, he was awarded a Public Service Commission Local Merit Scholarship to study Medicine in 1980. He graduated from the National University of Singapore in 1985 and went on to do his post-graduate training in Ophthalmology in 1987.
He obtained his Masters in Medicine-Ophthalmology (M.Med), and was admitted as a fellow of the Royal College of Surgeons Edinburgh (FRCSEd), Royal College of Ophthalmologist UK (FRCOphth) in 1990 and Academy of Medicine (FAMS). He also served as a Staff Medical Officer with a rank of Major in the Singapore Armed Forces, after which he joined Singapore National Eye Centre in 1993.
In 1996, he was awarded a HMDP Fellowship by the Ministry of Health to undergo further training in Glaucoma at the world-renowned Moorfields Eye Hospital in London. Upon returning to a Consultant position in SNEC, he has been involved in many of the research projects that the Glaucoma Service has undertaken. He was also a Clinical Lecturer with National University of Singapore and an examiner for the joint M.Med/FRCS examinations.
Dr Oen was made Senior Consultant Ophthalmologist in 2003 and took over as Head, Glaucoma Service, Singapore National Eye Centre in April 2005, a position which he held till April 2008. He then returned to Singapore National Eye Centre on a part-time basis to teach and mentor Ophthalmology Residents and Fellows in their training programmes from 2008-2012. He is also the current President of Glaucoma Surgeons Singapore.
Dr Oen is a keen technophile who keeps up with all things digital and IT-related. He enjoys a round of golf, and is always optimistic that the latest technology will also help him improve his game and lower his scores!
